Obadiah R. Biraro

President 

Obadiah R. Biraro is the current President of the Institute of Certified Public Accountants of Rwanda (ICPAR) and Chairman of the Governing Council. He served as Auditor General of Rwanda for 16 years and has over 35 years of multi-sectoral financial management experience across East Africa, including in finance, banking, agriculture, and energy sectors.

A founding member of ICPAR, he is also a member of the accounting bodies in Uganda and Kenya. Mr. BIRARO is credited with drafting Rwanda’s first Public Finance Management Act and professionalizing Rwanda’s Supreme Audit Institution. He is a passionate advocate for leadership and corporate governance, frequently speaking at various events and workshops.
